This image was taken for a story that ran in The Manawatu Evening Standard on 17 May 1961 "Years ago the Palmerston North City Council or Borough Council as it was then, erected hitching posts for horses. The present council recently provided parking meters for cars, but someone today used a parking meter for a hitching post. This pup was seen this morning tied to a parking meter and obviously resented the action, especially when the meter was showing the expired flag."
