Plaque outlining history of the building. Description reads as follows:

"This building stands on the site of the first general store in Palmerston North, erected in 1871 by George Mathew Snelson. The site was later occupied by the "Bon Marche" drapery business owned by Charles Mackintosh Ross. The present building was erected in 1927 by the C.M. Ross Co. Ltd and functioned as a department store under the trade name of "Rosco". Later owners of the business were Milne and Choyce (Palmerston North) Ltd (1959 - 1966), The D.I.C. Ltd (1966-1989) and Arthur Barnett Ltd (1989 - 1991). The Property was purchased by the Palmerston North City Council in 1992 for redevelopment as the city library."
