Judge Watts served on the bench of the Palmerston North District Court from 1975-1982, retiring on February 19, 1982. Judge Watts was born in Wellington and was educated at the Feilding Agricultural High School. He worked at Haggit, Elliott and Fawcett before studying law at Victoria University, Wellington. He received his degree from their in 1939. In November 1939 Judge Watts enrolled in the Royal New Zealand Air Force and he traveled to Fiji, Guatemala and Bougainville as part of his service. He was discharged in 1945. He then practiced law in Wellington until 1966, followed by two years as Chairman of Town and Country Appeal Board. He was appointed to the bench in 1968 at Nelson as a Stipendary Magistrate, only coming to Palmerston North in 1975 where he served for 14 years.
