This image was published in the September 17th 1978 edition of the Tribune weekly newspaper with the caption: “Mr Tremaine with the Palmerston North district scheme -he wants more people to be aware of its contents before the closing date for objections - September 29.”
An excerpt from the article read: “Palmerston North's town planner, Mr K. J. Tremaine, is concerned at the apparent lack of public interest in the city’s new district scheme. Objections to the scheme close on September 29, he said, and so far only about 20 or 30 notices of objection have been received. He said he expects there to be ‘a last minute scramble’ as people lodge objections at the last possible time. But his main concern is that people aren't taking the opportunity now to study the document before it's too late to do anything about what it contains. They don't have to object to it, either, if they disagree with its contents. They can now make submissions of their own, so that they can put forward their own ideas about town planning, he said. The big change affecting property owners is the provision of one residential zone, for the whole city, instead of the previous four. Some people are unsure about the scheme's overhaul of the requirements for multi-use housing, and its more flexible approach to having a second unit built on a property, without necessarily joining it to the existing house.”
