This photograph ran in the Manawatu Evening Standard on 23 April 1985 with the caption, "Highbury Scouts helped celebrate their 21st birthday on Saturday by raising the flag on a tower built from sticks and rope. The tower was one of a number of activities which the cubs and scouts performed at the weekend.
