Crowds gather on the banks of the Manawatu River to watch the re-enacting of the arrival of settlers to Papaioea. Newspaper articles of the day were distressed by poor communication between City Council parking wardens, who had set up parking close to the river, and the Ministry of Transport staff, who stopped cars from getting to the parks, to avoid congestion and block the Governor General's access to the event.
