Description: Two cranes are standing over the construction site for the new Palmerston North Civic Administration Building. The Palmerston North City Council CAB was opened in January 1980. It projects across The Square road into the gardens. The 'tower' (seen here partially constructed) attached to one end in The Square contains a stair case that reaches up to a sightseeing atrium at the top, and the low building to the right of it is the Council Chamber.
