The centenary of municipal local government in Palmerston North was formally recorded at the new Civic Administration building site on 14 August 1977. The Mayor, Mr B G C Elwood (pictured) unveiled a plaque officially marking the beginning of work on the new Council building in October 1974. Mr Elwood is holding an aerial photograph of the development, presented by the contractors Messrs McMillan and Lockwood Ltd. Published in the Manawatū Standard 15 August 1977
