Local historians weekly "Back Issues" article in the Manawatū Standard. From 1885, property owners paid a special rate to support the poor in the community. Administering assistance for poor people from 1902 to 1930 was the job of the charitable aid inspector Mr Frederick Aisher. It was part of his job to minimise aid applications by ascertaining need and finding solutions for individuals. This included moving applicants on to other districts. Providing aid was discretionary. It included assistance with travel, firewood, rent and tightly controlled food rations.
