The police presence during protests on Fitzherbert Avenue. Avenue Action was formed in protest against the Palmerston North City Council removal of trees in Fitzherbert Avenue. This was to allow for four lanes of traffic as an engineering solution to cross-river transportation problems in 1997. The Avenue Action collection is held in the Community Archives.
