Children gathered in front of a decorated band rotunda to hear speakers at an unknown occasion. The gentleman in suit, standing next to one of the poles at right, is J A Nash. James Nash was Mayor of Palmerston North 1908 - 1923 and Member of Parliament for Palmerston North 1918 - 1935.
