The Rose Gardens, opened 1968, are named after the Superintendent of Parks and Reserves for the Palmerston North City Council 1946-1966. In 1969 a National Rose Trial Ground was established in the Rose Garden, in conjuction with the National Rose Society, to trial species from around the world before releasing them for local and international markets. In 2003 the Rose Garden won an international 'Garden of Excellence Award', making it one of the top five rose gardens in the world. The woman in the photograph is Lila Matheson.
