Queen carnivals were a popular way to raise money for patriotic purposes and to support the war effort. They might incorporate a talent quest, dance, sports contest or concert, and women competed to raise the most money for the cause. The winner was crowned queen. In 1940, 8462 pounds was raised in Dannevirke for the Heart-to-Heart appeal during the Dannevirke and District Queen Carnival. Miss Elsie Grant was the winning candidate.
