Local historians weekly "Back Issues" article in the Manawatū Standard. In the newly formed Palmerston North borough of 1877, public health conditions were of concern. The inspector of public nuisances's duties included dealing with complaints about wandering stock, smelly pig sties, insanitary slaughterhouses and fellmongery works, and cesspits. The importance of his duties was highlighted by a typhoid outbreak in Palmerston North in 1895 and the threat of bubonic plague in 1900.
