A 215mm glass bottle of Stephens Blue Black writing fluid - 'writes a Clear Blue and changes to an intense Black' (label). Designed for fountain pens. The bottle has had little, if any, ink used and is sealed with a rubber stopper. A bottle this size would probably have been used to refill stamp pads for large stamps at the Palmerston North City Council.
