This building was constructed as the fifth Palmerston North Public Library, opening in 1965 as a multi-purpose complex with shops on the street fronts and upper floors rented out as offices. By 1992 the Library occupied all but the third floor and part of the Ground Floor. In 1996 the Library moved to the larger premises and the building was sold. Currently it used by retail and office businesses.
