Mr Black became the 22nd Mayor of Palmerston North in October of 1968, defeating the sitting Mayor, Mr Rennie. He was born in Christchurch, educated in Palmerston North, and was a managing director of a local business. Desmond Barry Black was a Councillor from 1956-1968 and Mayor from 1968-1971.
