This photograph was taken for a story that ran in the Manawatū Evening Standard on 27 November 1987 with the caption, "Resident Joyce Bartlett points out features of the Palmerston North City Corporation's pensioner housing complex at Cardrona Close to Housing Minister Helen Clark. Ms Clark spent two hours with city councilors and staff during her visit to the city and visited pensioner housing complexes at both Cardrona Close and Elmtree Court. In a submission to the minister, the Council said the gap between the money available for pensioner housing and the cost of building had widened, especially during the last five years."
