Samuel Jickell (1856-1939) was the first qualified Borough Engineer 1904-1919, a position he held until retirement. He was born in England and came to New Zealand with his wife in 1883, settling in Palmerston North in 1904. From 1919-1930 he was in partnership with W H K Gilmour as a consulting engineer in Palmerston North. He was a founder and first president of the Institute of Local Government Engineers of New Zealand which merged in 1914 into the New Zealand Society of Civil Engineers.
