Description

'Kowhai' (nearest) and 'Totara' are family homes for intellectually handicapped people. These homes were constructed as part of a community care programme intrduced by the Government in 1974, to introduce intellectually handicapped people to family life in the community. The homes, registered with the Department of Social Welfare, were leased to the IHC who ran the programme. 'Totara' catered for 10 adult residents and 'Kowhai' for 6 children under 15.
