The Victoria Esplanade gardens were opened in 1897. The phoenix palms were first planted along Victoria Drive in the late 1930s, although many of them have since been replaced.

This pavilion was used by the Hokowhitu Bowling Club, which is located next to Hokowhitu Park at 279 Albert Street. The pavilion was built by, and the green laid down by, the Palmerston North City Council. It was then leased to the Club.
